Joe Jacobson meets the requirements to serve as a Substance Abuse Professional for the employees of the Department of Transportation (DOT) including: the United States Coast Guard (USCG), Federal Aviation Administration (FAA), Federal Railroad Administration (FRA), Federal Motor Carrier Safety Administration (FMCSA), Federal Transit Administration (FTA), and the Research and Special Programs Administration (RSPA).
The Substance Abuse Program at Mid Missouri Counseling is an outpatient treatment program for individuals struggling with substance abuse and chemical dependency. Treatment is individualized and based upon the latest educational and supportive approach to recovery.
Although substance abuse and chemical dependency often manifests itself in illegal and often antisocial ways, MMC treats it as a bio-psycho-social and spiritual disorder that can be placed into remission and maintained there. Following an intake assessment, the individual is assessed and assigned to the most appropriate level of care. The Mid Missouri Counseling substance abuse program encompasses four levels of individualized treatment and a person may enter at any level and can move between these levels as needed.

Commitment and responsibility for participation
Each individual must agree to contribute to their efforts to abstain from all chemicals while involved in treatment. Individuals are expected to provide honest and complete information regarding their substance use history as well as all past treatment efforts regardless of the discharge disposition. All participants will be required to submit to regular urine drug testing in the initial levels of the program. A Breathalyzer will also be used to confirm abstinence from alcohol. Random testing will be used for the less intensive levels of treatment. Positive UA test results will be sent to the Lab for confirmation. Clients are responsible for the additional cost of the confirmation test. Failure to comply with drug testing by skipping tests, tampering with samples, or adulterating specimens may result in a return to the more intensive levels of treatment.
